Well, you have to understand context for this one, as it appeals to the narrow audience of both DBZ and Charlie Bone.
Manfred, the head boy at Bloor's, has a molestache, which I find utterly disgusting and unimpressive in a villain.
Also, there is a particularly amusing DBZ clip that caught my eye ([link]

But yeah, mustaches are only acceptable by me as appropriate villainous facial hair in combination with a sharp goatee. Otherwise, they are what my grandpa has and therefore not sexually appealing. xD
But of course. There must be a goatee, and at least a thin line of CONTINUOUS facial hair. Lupinstache = no.
